Customs and CIQ Cooperate to Accelerate Customs Clearance for China Merchants Western Shenzhen Terminals

On October 21st, 2014, Mr. Shang Haiwei, Deputy Director General of Shekou Customs, and Mr. Xu Bin, Deputy Director General of Shekou CIQ, activated the “Three One-Step” joint program of the Customs and CIQ in the waste paper check point of China Merchants Western Shenzhen Terminals (SCT), which marked the start of the trial run of the joint inspection mode by both Shekou Customs and CIQ in SCT.

The “Three One-Step” joint inspection program (one-step declaration, one-step inspection and one-step discharge) is the key program of the Customs and CIQ in China Merchants Western Shenzhen Terminals, which already started its trial run of waste paper import in Qianhai Bay Bonded Port Area since August 2012. Based on the success of the SCT trial run, this program would be expanded to the whole terminals.

The “Three One-Step” program would play a positive role in improving efficiency and reducing cost of customs clearance. The procedures that needed to be done by two departments now could be completed in one step. The new “Three One-Step” customs clearance mode reduced over 30% of the declaration time and 50% of the cargo inspection time, therefore, the waiting of container in the checkpoint would be shorten, and the average customs clearance time would be shorten by half, which saves a lot of manpower and resources for the companies.
